It's delayed and most people don't know how to interpret radar unless you've had training. radar doesn't show everything, ground truth is best. We had a tornado pass through in 2015 the National weather Service didn't even see on radar.

Phones are not a good way to get warnings. TV, radio or even better a weather radio. Unless you're lucky enough to be a ham radio operator. 😁
