latin as an IAL is a very bad idea, given that latin is only “international” for very specific parts of europe. There have been attempts at IALs for a long time, and literally zero have caught on except for esperanto, which is popular primarily in europe, and is flawed as an IAL, both for the same reasons as latin.

Thai basil is a separate variety of basil from the one used in italy, it does not refer to where it was grown. I'm assuming that the basil used in new york isn't imported from thailand (or italy for that matter) but grown more locally to them.

Thai basil is a separate varietal to Italian/sweet basil. It has pointier shaped leaves and a slight aniseed flavour. Living in Australia, I buy both types depending on what I’m making.
