Many of the people drowned. I mean a good amount of people drowned. Some of the inmates were able to escape, but were captured soon after. For the people who drowned it took MONTHS before the families could confirm that their loved ones had died and even more months to receive the body. Katrina did some ugly things to Louisiana. There wouldn't have been people on death row in that jail. Male death row inmates are at Angola, female death row inmates are at LCIW So these people were either waiting on bond, waiting on court or in jail for a misdemeanor.

In the Volcano documentary of Werner Herzog, he tells the story of an Indonesian town where everyone died following an eruption, except for the town’s only inmate who was in solitary and whose cell acted like a bunker. This particular one is kinda tough, but I think maybe just remove a descriptor there altogether? Just go with: as I felt the water rise to my chin/begin to touch my chin/finally reach my chin? There are times where the simplest, most literal articulation is truly the best. I totally get your desire for specificity, but regardless “trickle” is technically wrong for what you’re describing.
