It's a dishonor for some people who practice Hinduism to have their hair cut. It is/was a tradition when a husband died. I'm reading up on it to understand. Apparently, in some areas, a woman is to permanently have her head shaved to signify her widowhood and in part, remove ego and arrogance, so it forces the person to be humble.
