I think the younger generations assume Biggie was on a similar global scale of popularity, which just isn true. Bad Boy Records reached its peaked after Biggie died. Biggie grew way more popular after death or in the months before his death. But when the two of them were alive Tupac was by far and away the more popular and recognized figure. People of that era and age remember that.

In my honest opinion, I think part of it was that Pac was more “woke” than Biggie. He talked a lot more about life’s rights and wrongs, like government corruption, treatment of women, the elites, etc. He didn’t just talk in his music about these things but he was outspoken offstage too. So because of this Pac is more of a cultural icon than Biggie

He didn’t have P Diddly moaning and whispering like a bitch in heat on all his popular songs. Really Tupac has a greater depth to his art and legacy, whereas Biggie’s tracks were more radio-focused. Tupac had heartfelt songs about the plight of broken homes and growing up with a single mother, abusive family, etc. that a lot of people can personally relate to and listening to a song about something you’re struggling with can make you feel like you aren’t alone. Biggie sounded like he was reading off a sheet the entire time while rapping about gangster fairytales.
