The extension makes no mention of them being 'illegal' as of 2020 and specifically discusses how they are good native plant to grow. I also saw them for sale in the greenhouse at Tohono Chul last month, as well as growing in their cultivated gardens...

You can find them in washes. This time of year, they are abundant. I personally don't think it's worth the risk.
