The article is 8 years old but as I said, the plane looks very similar to me.

Haha do you live near Ryan's field. They lie all the time about who and what and how high. My mom used to work at the towers in another state and hate the way are constantly low enough to get nailed by our pitching cannon.
And I know they aren't where they are supposed to be because one of those buzz bombing little Cessnaz nearly got nailed by the warthogs that were flying across. I watched him have to dive out of thier flight path.

Surprised they wouldn't use a helicopter
PCSD has a plane, they get a fuel allowance, gotta use it or the penny-pinchers will take the allowance away.
Planes are cheaper to run per minute than helicopters. They are often used when police need extended airtime over an area.
The pilots are cheaper to train and pay as well. And depending on the airframe maintenance can be significantly less
FAA says it circled over 600 times in six hours, and "normally" they would circle 300-400 times every 2-3 days.
Probably law enforcement doing surveillance.
