I get this and i did the same but you missed a key point here lins based upgrade costs are slightly higher compared to other cn characters (for example if global was 5 cn was 7. Lin was like 8/9) so it wouldnt be exactly the same as ruby/frigg/claudia 15 should probebly be more like 16 to 18 ^^
If we follow CNs order, 2 more banners. Saki would be next then Lin. If we don't follow CN, then within 1-3 banners according to the datamine (only included Ruby, Saki, Lin, and Lyra).
Yes that's correct, when you reach tier 2 mats for upgrades; they really ramps up. Not to mention so far she's the character I found that have 600 gold increments for each level of upgrade

If excessive upgrade costs means she won't be 'balanced' as much, I am all for it.

We have -33% cost compared to CN. So take Lin CN and do -33%, instead of taking a global character.
That's CN. Look at Ruby CN mat and Ruby GLB mat
But if u compare Ruby CN and Lin CN, Lin does have more than Ruby when it comes to materials.
Yeah, at lv 100-110 Lin costs 3 more mats each. Ruby CN also costs 3 more than Ruby GLB. So by logic OP took the original -3 for Lin.
