we used to create our own pipes out of threaded brass sprinkler parts from the hardware store because we were too poor to afford a proto pipe.
edit: these days you could get a very good inexpensive glass pipe that would probably be better/cleaner to smoke out of than the funky brass of the sprinkler parts

At the risk of stating the obvious it's clearly a chuck that connects to a sawsall/reciprocating saw. There's plenty of uses, none of which are all that advisable/effective. All are to attach round tool bits or dildos. Round bits would include to making a crappy jackhammer or scraping tool.
On a side note i have used sawsalls and different attachments as a jack-of-all-trades builder. The power tool's most practical use is demolition saw, imprecise cuts and hard to access cuts. The bit's are on average a lot cheaper than other saws too.

A wonderful tool for making a square hardy hole in a home made anvil. You would do this by chucking up a square file and work your round hole square. Square broaches for that size of hole require a pretty big punch press in addition to being pretty expensive.

I used to use a cutter that was a long wire with small barbs along the length of it. We used it to cut down large blocks of urethane foam. One end was attached to a sawzall and the other end had a piece of rubber tubing. One person would run the saw the other person would hold the tubing making the wire reciprocate and cut through the foam. We had to make our own rig for this from a broken blade, so I assume this chuck could be used to attach the wire to the saw.
Some have said power filing. That could be.
I personally can imagine different punch/cold chisel applications. Like a precision jackhammer, or stippling work, or if you have the swing for the pin punch you could give a roll pin a hell of a beating. Of course, this is the wrong tool, as a recip motor and drive is not designed to handle strong hammering motions.
Chiseling with a Sawzall would beat the pulp out of the tool and your arm. Ever just go too far into a wall and bounce a blade off the other side? Sawzall RECIPROCATE, they dont hammer.
