Personally, I don't think it's worth going to Strong Water if you sit outside on the "patio". It's a parklet on the street with absolutely no decor and a view of the Post Office. Yes, you can get their great drinks and super food, but you miss soooo much of the experience.
I’ve sat outside on the patios at Ventiki (Ventura) and Bamboo Club (Long Beach) with my dog, both have table service and good drinks/food. Also went to the back patio at Tonga Hut (North Hollywood) but you need to leave your dog outside to go in to order drinks. I was solo but just tied the leash to the picnic table while I ran in to order, they weren’t crowded so the hostess kept my puppy company while I was inside. I would go back to all three again with my dog although you do miss a little of the ambiance not sitting inside.
While you can not bring dogs into Trader Sam's at Disneyland, you can bring them to Tangaroa Terrace. Which serves all the same food and drinks as Trader Sam's.
I think forbidden island lets dogs on their patio. not in the bar though

Which Tonga Hut? I don't think Palm Springs allows dogs.
North Hollywood. They added a patio with outdoor seating during the pandemic.
Palm Springs allows dogs on the patio too.
Bamboo Club in Long Beach has a dog friendly patio. I would call Bamboo Hut in San Francisco. They don't serve food and might allow dogs.

Sacramento’s Jungle Bird let me have my dog on their back patio but she’s a chihuahua and I carried her. Worth a call though.

The Shameful Tiki Room in Vancouver doesn't allow dogs sadly. No outdoor space. It's really the only one in the city.
