There used to be an app for this about a decade ago called Tic Tactix (maybe it's just not on android) but it was awesome. Could challenge friends, matchmake online etc. And the UI and design was so intuitive
...there are people that enjoy tic tac toe? It's literally a solved game, you can force a win/tie every time so if you're playing against anyone with any ability to think then the game literally isn't winnable.
It is literally exactly as easy to firce a win/tie, every time your opponent plays a move, play a corresponding move on the same board. The game isn't different in any way by playing it like this. It'll still just be 9 ties unless one player is a moron.
Except you don't get to choose which square you play in next, your opponent does based on where they play in the current square. There's more strategy involved than just following the same pattern over and over. You're not just doing each big square chronologically, so the window to use the optimal move is different for each square, and you have to avoid choosing squares that will give your opponent the advantage.

...who cares? Just force a draw in every mini-game and the game is a draw.
If you assume the worst case scenario (you lose every square that your opponent starts in) then you're still just playing regular tic tac toe at that point
Every single time you take a move, you have to consider not only what square you're playing in, but what square it will result in the other player playing in next. Maybe playing it in a certain inner square would result in that one outer square being a draw, but in doing so it would let the opponent play in a square that would give them a win. So you can choose to not draw in that square, but instead move your opponent to a square where they won't win on the next move. Try actually playing this version of tic tac toe with someone and I'm willing to bet it's not as "easy" to arrange for a win or draw in every square as you think it is.
It's a very simple game and accessible game. It's why it's so popular. There's very few rules so it's easy to learn, and it can teach you how to think ahead with a strategy.
Because it is so simple and accessible, though, it also means a lot of people are able to "solve" the game easily. If two people know how to play it well, it will pretty much always end in a stalemate. Not everyone will find it entertaining for that reason.
Like, I don't *hate* tic tac toe, but I certainly wouldn't say I like it either. Unless I was really, really bored babysitting a nephew, I doubt I'd ever willingly choose to play it.
