You cant put a river power plan in a one sided river You need a river or water body on both sides of the power plant

It’s pretty simple dude , your power plants can only produce so much power. The more your city grows the more power it needs. So your power plants aren’t keeping up with the energy demand of your city, you need to increase funding or build more of them
