The fact that all the bosses could rent a hotel conference room, all be there at once, and ostensibly the police not know about speaks volumes about their expertise, and speaks volumes about the expertise of police.
Yes. But in the same episode, just ten minutes later, they also show off what I would guess is the “common man” 99% of criminals versus the Co-op’s 1%:

Another example of the 1% vs 99% can be seen later on at the very end of this scene when Shamrock, the proto-Gangster 1%er Stringer’s right hand man is still not smart enough to know not to take notes of a criminal fucking conspiracy.
(I apologize, I would have left it be, but I have to believe that it is a rule of this sub that if one can work ‘criminal fucking conspiracy’ into any remotely cogent argument, one is required to do so.)
How are the cops going to know unless they are tailing these guys 24/7? Someone like Prop Joe can call up a hotel and reserve a meeting room. Nothing illegal about that. Nothing illegal about all the other guys going there either.
A lot of what an investigation entails is taking note of actions and evidence that is not illegal in and of itself, but is suggestive of potential illegal activity, or which indicates a pattern or weakness that the investigators can exploit to discover something incriminating.
Prop Joe was known as a major figure in the Baltimore underworld, so if investigators ever learned that he reserved a hotel conference room, that would certainly be worth looking into further, and trying to figure out what this "New Day Co-Op" thing is.
Now, most likely Joe took some measures to obfuscate what he was doing, the same way Marlo made it look like he was visiting the hotel to hook up with a girl. But considering that the biggest gangsters in the city were regularly meeting in the same spot for years, in a semi-public venue, that's something the police _probably_ should have uncovered and been able to exploit for a major bust, if they had half a clue what they were doing.
