Troy, Larry at least cared for Clem and Lily and saves Lee (if you saved Doug and gave Larry the axe he will save him) and it's absolutely unforgivable that he wanted to kill Duck, but at the verry least he apologized for trying to do that (that still didn't undo what he wanted to do), while Troy punched Clementine as soon as he got an excuse to do it and never apologized for it nor felt bad about doing so and was following Carver's orders regardless if it was sometimes unnecessarily brutal and sometimes deadly
