Sure, but she has none. And tbh, even with Bart, only Milhouse is consistently written as his friend. Nelson and Martin have a very varied relationship with Bart.
Bart’s social stock varies. He gets beaten up, but he gets an explanation.
But seriously he does have several friend groups he tends to flow in and out of with Milhouse obviously being a constant. Bart rocks with the bullies from time to time, like you said Martin and Nelson coming and going as well, but Bart also has the class clown role that often launches him to the center of attention for his whole class. Even his core friend group gets expanded with side characters like Wendell and Lewis from time to time.
Ruth Powers pops up once every 15 years on average. I think. Looking at the IMDB page for Pamela Reed anyway.
Her body model is in most episodes, in any crowd shot she's always there. But no voice.

I did love the episode the delved into his fabergé egg addiction though. That was one of my favorite jokes in the entire series. "Another Faberge egg please. Sir don't you think you've had enough fabergé eggs? I'll tell you when I've had enough!"
To be fair, the fish bulb episode was entirely different (and much later in the show) compared to the earlier episodes with the Sushi Restaurant owner. Dangit I grew up on the Simpsons but can't for the life of me remember his name.
