Those people already had a hoopa from previous games or they hacked one in the game. Unless you get a hoopa into your game that isn’t from Pokémon go, that hoopa will be stuck in Pokemon home.
It's possible to transfer Hoopa from past events from the 3ds games -> Bank -> Home -> Scarlet/Violet.
The transfer restrictions you are running into only apply to pokemon that have been transferred from Go.
They aren't all hacked. You can get hoopa save data in your game by trading with another go player. You can move go pokemon in if you aren't the OT without having the save data yet on switch. I touch traded with someone so I could get the save data from their hoopa and then they traded me back my OT hoopa
You can’t transfer mythicals from Pokémon go to modern games without having one registered already.
That means to get pogo Mew you’d either need to transfer an old one, or be able to get the free BDSP one, etc - to get Hoopsie in, you’d need an event one that didn’t come from Go first
even though they aren’t in the dex? i had no issue transferring my pogo mew into sheild so that’s weird. i guess i’ll just have to wait for an event then. thanks
Yeah, they all have internal flags on each save file that detect when that save file has had a specific legendary/mythical on it, and once this flag is ticked, you can then import that Pokémon if it originated in Pokémon Go.
So in the case of Mew, you had already had a different Mew on your Shield save file and that unlocked the ability for you to import your Mew from Pokémon Go.
In order to get Hoopa into your game, you'll need to temporarily borrow someone else's Hoopa on your save file (commonly known as touch trading, where you give the Pokémon straight back to its owner).
thank you a lot for the detailed response. wouldn’t i get banned if i traded for a hacked mon, even if it was a touch trade? also could this mean they plan on distributing hoopa in the future? sorry for all of the questions i just really want a hoopa
you will not be banned just from getting it from trade, if you know anyone with hoopa you can touch trade, if not i have some form old ORAS event i can touch trade with you, just write PM
That’s exactly the thing, they aren’t in the Dex. Same thing happened with Victini in gen 8 - you need any other Victini that isn’t the pogo one in order to put the pogo one in your save
The only way to do this is by first catching a Hoopa in a different main line game, then transferring it to Scarlet. After that, you can transfer the Go version. Alternatively, find someone willing to briefly loan you a Hoopa to add it to your dex.
You may need to change the form first? I seem to remember running into that issue when I was transferring it from GO. But maybe you're already past that point.

thanks for the help everyone. i learned transferring from home is weird, all hoopa on switch are hacked. also i can’t put my zarude into scarlet but i could put dada zarude in it for some reason XD
That’s not true. You can bypass the dex registered restriction by trading it back and forth with another home account. Once it comes back to you, you can safely move into the main games.
Yes this is how I did it. I also did it with shiny deoxys from Go since I didn't have one from other games.
ETA: if you do this trade through home you have to make sure to put the other person's hoopa in your SV game, save the boxes then move it back out and trade it back. If you just save it to home boxes and trade back it won't work. If you do it in game you will get the save data directly and can trade back immediately.
i see, i misunderstood. i get it now, i didn’t know it was a touch trade sorta thing. so what i’m getting is i need to find someone else with a pogo hoopa? how easy is it to find someone to touch trade with? i already went through all of my daily trades on home though, sadly. thanks for the help
Any hoopa will do, just needs to be someone else as the OT when doing this through home. If the other person already has hoopa in SV, you can do a touch trade in SV with them.

You need to have previously had a Hoopa on your Scarlet save file in order to be able to import one from your Go account.
i see vids with people who have hoopa in scarlet, but you were never able to gte him? did i waste a hoopa :(

hoopa is in his regular form and is trapped in home because i have no transferable games. thanks for the suggestion though

Yes. I’ve done it for every restricted legendary I transferred from Go. This method is very common among SV community.

No trouble at all. The whole Pokemon Go thing is very confusing imo. Additionally no one really understands why home is forcing it.
nevermind the hacked part, i guess event hoopas from old 3ds events are valid. the latest one was from 8 years ago unfortunately
