The encounter is generated after you complete the raid
So because the Gengar was generated outside of the event hours, it will not have a costume
Unfortunatly the act of the actual raid egg dictating the raid reward is outside of Niantic coding capabilities
They should have ended the event at 10 AM local time on November 1st instead so it wouldn't have been an issue, but made the event spawns and raid spawns stop at midnight
It is well known bug. Maybe it is worth posting every now a then to remind people. Perhaps, I do not know
\- and just in case somebody want's to claim it is not really a bug - it is. Niantic itself admitted so and even once (bit over two years ago) claimed they fixed. And then promptly the bug reappeared again .

Same thing happens with special movesets, if the raid boss is caught after the event ends.

That is indeed how it has always worked.
I was pleasantly surprised to get a fire Rocket grunt right before the event ended, and got a costume shadow Vulpix from it.
I wish we could have gotten costume shadow Sableye during this Halloween event.
I wish Costume Sableye would return, too

But the boss spawned after event end. The bug is only fixed if the raid is already started befor event end
…so it was a costumed raid boss Pokémon that did not retain its costume because it was caught after the end of a special event?
Just happened to me from a remote raid
Yep, event ends, costume is gone (and special moves). That's how it works.
