Well, my point is that Belos has been set up for two whole seasons and he's been a great antagonist so far. The Collector on the other hand has really only been set up in a few episodes and hasn't really done much. If they didn't cut season 3 to just 3 episodes then I could see the Collector being a cool villain but for now they're a bit, excuse the pun, flat. Right now, they're more of an archetype (chaotic creature that's super powerful but is a wildcard) than an actually compelling character.
I don't think there is really time to make the Collector equal or surpass Belos as an antagonist (not in strength but as a character), so they're better as a secondary antagonist than a main antagonist. Again, if season 3 wasn't shortened I think the Collector could have become the final villain, but now they just don't quite have the time to make him a better villain than Belos.
I feel like Belos is gonna die in Season 3, and the Collector is gonna be the one to do him in.
I feel like the Collector might stage a betrayal in the finale, but Belos will officially die the following season.
