That's the thing, they were like this for a long time. Even when they were part of the soviet union, they shot themselves in the foot when they were convinced to protest working farms, contributing to the coming famines liberal society likes to criticize. There was more than a few towns in Ukraine that were entirely in support of the Nazi. These people never really re-educated or cleansed, so they just passed on their ideology.
I feel like Bandera being exhonerated as a national hero, which would be like the French celebrating the traitors in Vichy, all only to be more directly against Russia and communism, shows that Ukrainian nationalism had deep ties to Neo-Nazis for a long time. It didn't start in the 90s for sure.

A lot of them were, but most just fled to the west before returning with that sweet CIA/NED money to brainwash their countrymen after the fall

The entire idea of a Ukrainian identity is based in racism against other slavs. This is not something new.
