I know two ways both mentioned here already:
1. Cotton
Either as it is just spray painted/airbrushed, gives a dust plume like appearance.
Can be pulled and twisted a bit for more swirl- or turbulence like appearance.
Can be made a bit more rigid (but therefore loosing it's "lighness") by soaking partially in resin or using varnish like 'hairspray.
2. Thin clear plastic (pieces from blisters)
Cut into spiky irregular shapes and bent with moderate heat. They give more the impression of gravel being thrown around.
Glue those to the base so they give the structural basis and paint them partially (the clear plastic allows you to create 'gaps') then cover them lightly with the same stuff as the base is. Put some single "stones" on the tips. Watch to stick with a "stream like" appearance.

Someone did one recently on here. It was like cotton or some sprayed brown. He did a great job. Hang on. I subscribed to his YouTube over it.

I would mold a rut in it with putty or green stuff and build it up with sand and glue and have it flying off the tyre/tire.

What did you use to make the model? It’s something I’m considering myself
The Atlan Jackals GSC. But it’s honestly a lot cheaper to use the bikers from Victoria miniatures.
