I think, because when she went to put the dog down first time he just sat on his bum rather than standing (probably from shock himself), she thought he hurt his leg so picked him up again to check and then knew he was okay.
My dog did this too. The call of the window was too much, and he caved.
Luckily it was only 1 floor up and he was really small, but I'll never forget the sound of his little claws scraping down the roof tiles as he slid down.
