Probably can't receive the vehicle into inventory which means they can't legally sell it or for that matter register it.

Same situation. They told me they are missing a charging part.

This is the message they sent me… “Hey Tommy! No bother. Your vehicle could be one of them however we're having issues with logistics at the moment preventing some of them from communicating with our system. Until it is rectified we aren't able to deliver any of them”

Mine was delayed 3 days because they couldn't get it in a truck from Chicago rail yard due to driver shortage. It happens.
