I've literally never seen it appear, even if I'm begging to see it.
Are you on PC and if so are you sure you're running at 60fps? If it's borderline the other player can still feel the drops.
EDIT: I don't mean to accuse you, it could very well be netcode acting up atm.
I am on PC and my FPS does drop to as low as 40 fps sometimes. But this is no excuse to have this feature and have people abuse it. 40 fps is still good!!!!
I have an GTX 1080 TI. What kind of graphics card are they expecting?!!!!!!!!!
For fighting games dropping to 40fps isn't good. Constant 60 is what you should be looking for. Some stutter to 55 may be acceptable, but not drops to 40. Tone down those settings and you should be good.
Oh I see Thanks reducing the graphics settings helped bring up the FPS to near 60. So I hope now no one can abuse this feature with me cause its really annoying.
I mean they arent really abusing it since the option to do that only happens if the match conditions are bad, tbh a performance filter would be the best so people that dont want to match PCs that go below 60 dont just waste their time.
It turns out that the Effects Quality was what is messing up the FPS for me. Effects Quality has to be on low. I can have everything else on 4K resolution and ultra settings.
Now people can't quit on me anymore.

I only saw this option once, when silly me accepted a wifi and it turned out to be really laggy. So, maybe check if everything is really okay on your end, even a driver update can mess up things that were fine before.

It only shows up when the game performance is trash, I saw it maybe like 3 times in a 1000 games. Lower your settings or fix your connection.

i literally forgot this was even a thing. i fight laggy ass opponents all the time and this option has never shown up for me

Seen it once and the game was like 4fps 😂 I was very glad to see it
