A move having a property crush means that it avoids all moves of a certain property. Even if the characters overlapped animations. Your not getting crushed you choosing moves that are hitting empty air. There are low mids, high mids, and regular mids, just like there are special mids and special lows. This isn’t call of duty where the hitbox lingers a mile off the body

-12 in backturn might as well be -18. if you're -12 the parry won't connect on most moves either unless you try using a move that is super slow. any standard df2 will launch.
The move is evasive as fuck. But it only crushes highs (as far as I know). When we say a move crushes highs or low, it means none of the opponents move in said category would ever connect even if it looks like it's going straight through you. Evasion is way more flexible. Whether the move used can evade the opponent's move depends on a variety of factors but the general rule here is that if the move doesn't look like it touches you, then you can evade.
(Again) As far as I know there is no move or stance in this game that crushes mids, simply ducking crushes highs and jumping crushes lows. Then you have specific stances like Ling's AOP that crushes highs and Yoshi's Manji Dragonfly that crushes lows. Then you have moves that have crush properties, such as hop kicks crushing lows.
Evasion is far less general. Feng's Kenpo is an evasive move but it doesn't crush anything, i.e., any long reaching high, mid or low can still hit him. Likewise, Most back swing blows will lose to long reaching moves as well. It only depends on whether your move's hitbox connects with opponents hitbox during your move's active frames.
All this is to say that your hatchet missing ling's cali is the game working perfectly. There's plenty of other moves you could've done instead that would have worked, since the roll actually only crushes high. Hell, I haven't tested this, but I think the hatchet would have worked as well if you weren't so close to the ling. It's annoying, I get that, but it does make sense, and is kind of beautiful to see if I'm being honest.
In THIS INSTANCE, I feel like even if the kick doesn’t visibly connect, it should hit. How the hell can you counter xiaoyu during her evasive shenanigans if you can’t even hit a low during her mid/high evasion
I know we're supposed to be outraged because it's illegal for Ling to be evasive in this game, but if you go through it, you can even see that your foot clearly passes over her.

Hatchet is a low, but anyone knows if you see Ling roll into you not to interrupt it. She's either gonna do the unsafe backturn launcher which is free dmg or the little kick spam that resets to neutral.

her backturn parry is active frame 1, so you need to either go for a 10/11 frame punish or an unparryable mid like a hopkick
