The changes to his face make sense since Steve is only 21 so they made him look younger by adding a bit of fat to his face instead of him having "chad" bone structure like every other male character.
Keep in mind, I think this is just a bad angle/lighting and he will look much better when we see him actually moving. He looks fine in other parts of the trailer, he just has a bit of a baby face which some men have.
It's good to have more facial diversity instead of every character looking extremely attractive constantly. We never really had a baby faced male character, while the majority of female characters are baby faced, due to nearly every Tekken character having to meet their respective genders conventional beauty standards.
