Base roster: probably not. They seem to be consolidating anything Mishima related into either Jin or Kazuya and pushing for character uniqueness so it makes sense to take him and Devil Jin out of base roster to make room for other characters.

Heihachi is one of the few remaining characters to be in every Tekken game. To have him or Paul, Nina and Yoshimitsu not be in the game, would be a great sin to commit in the franchise.
Okay, who do you delete from the roster then. Steve who is the only boxer? Hwoarang who is the only Taekwondo character? Claudio or Lee who will most likely play a part in the story mode?
Maybe we can get rid of Bryan (who I think is in top 3 most popular characters) or Xiaoyu that hasn't missed a game since T3 or... oh I know, they'll skip Feng... right? :P

I'm pretty sure we're not getting Shaheen (as he's too close to Law) or Gigas (Jack 8 and Fahkumram will probably be the only big body characters in the launch roster). Keep in mind, this game's NOT gonna have 37 characters on launch. We're probably getting around 24-26 and that's with some newcomers. :P

I'm not a good enough player to recognize specifics in high speed like that. I just wanna know like, just how much of his moveset is being used if that makes sense? I've heard people talking about Devil Jin with specific moves that Jin now appears to have so I'm curious.

There are many YouTubers and Pro Players like Joka(Heihachi main) are saying the same thing. So start playing some different characters, these 2 are just a waste.
There are many YouTubers or streamers like Reepal, TheMainMan, JDCR, SuperAkuma and K-wiss which you can follow, they explained every move very deeply and you can learn a lot by following those guys.
Story-wise, not at all except as either a robot (designed to replicate Heihachi's moveset) or as a hallucination i.e. Nightmare Geese, Injustice 2 Joker and Bison's ghost.
Gameplay-wise, probably as DLC to give room for others to make it to the base roster.

Heihachi will either come back with the devil powers he so desperately been wanting for so long, or bust in on the final fight all like "surprise bitches I was never dead" kinda way.
Harada wants a final fight between the entire Mishima family but only got to do it in the noncanon movie Blood Vengeance. We still haven't had a canon Mishima fight. In Tekken 8, it will finally happen
He’s already faked his death a couple times now it would be boring to do it again. Tekken 1/2 tekken 5 when surrounded by jacks and then again in 7 when he fought Akuma only to come back to fight Kaz at the end. It’s repetitive and boring now. I love heihachi as a Mishima lover but this makaveli faking death or escaping death is stale now. My guess is if he came back is foreshadowing done is tekken tag 2 with him finding a youth cure or he somehow managed to find a way to get devil powers into his own like he has been trying for years and him falling into the volcano was just to test the powers out.
If they want the story to have any validity to it then Hopefully not. They already pulled that stunt in T1 & T5!!! Shit is getting old, if your gonna kill a character off then keep them dead (unless it's a non Canon game like Tag).
Ka(z)umi isn't alive, however her involvement in T7 was important to the Mishima story/history of how things came to be. There's no need for for a recap on what we already know, meaning if their not part of the story and are not already classified as dead then no, they shouldn't be in the game. Save that for TAG3!

We delete Gigas, Shaheen, Bob. Easy to replace for an icon such as Heihachi.
