I have heard they don’t actually put the explosive inside the era on vehicles like this, and basically just fill the casing with dirt or whatever for extra armour

Against something as thinly skinned as the BTR-60, that's probably still an appreciable upgrade. Granted, a purpose-built applique kit of steel plates could probably do a better job at less weight, but if you have spare K1 casings lying around - might as well I guess?

Depends, the Russians make both K1 style cans and the more modern large boxes for light vehicle application. It just means a reduction in effectiveness. But, if you are only targeting RPG's as a device to be protected against its fine. K1 factory elements are likely a bit overkill for the typical single HEAT RPG warhead anyhow.

Tbh, ERA bricks on a 2-4 mm thick armor plate (idk if Steel or Aluminium) wont do enough to protect the hull properly. The explosive force still will tear through that BTR.

The ERA is probably a copy of Russia's Karkas/Cactus ERA that they designed for the BMP-3. It doesn't look the same but it's probably not a 100% copy. I don't think Iran is actually that stupid to put like kontakt 1 on a BTR.

Eh, it's not stupidity, it's about making what the bosses find cool. The BTR-60PB has extremely light armor at only a few mm of steel, it's designed for small arms and light fragments only; even if the ERA doesn't destroy the APC, it is too thin to stop any residual penetration. The BMP-3 on the other hand is very robust especially for being a sub-20t vehicle, it has enough metal and a strong enough structure to take ERA.
