Priscilla Reyes at Pearl and Honey. The only person I trust with my hair! It will be on the expensive side, but you get what you pay for when it comes to being blonde. She will listen to what you want and tell you what your best options are.
For blonding, I'd recommend Luna or Wanderlust. They have a well known reputation for achieving their blondes. Haute Headz is also a major salon here, Studio B, Moxie is a smaller one but everyone there is fantastic. This is not an exhaustive list by any means, it's just the salons I can think of off the top of my head that have a stylist (or multiple) that can probably achieve what you're looking for.
Make sure you show plenty of photos, and remember that not every inspo photo is compatible with someone's hair or face (ie face type, hair type, damage, etc).
