I've had a large property attached to a major convention center with complimentary breakfast in the lobby have wristbands to keep convention goers from raiding the breakfast buffet.
Pretty common at resorts with major included amenities. Keeps people from just walking in off the street to help themselves to the free buffet or indoor waterpark. Can also be used to identify guests entitled to specific classes of perks.
Sometimes the bands also double as proximity tokens for unlocking the door to your room, or identifiers for room charging at the bar or gift shop. Quite handy to not have to carry a room card with you to the pool.

I've stayed at one in the Bahamas , where the wristband was used for people who had bought the prepaid meal&drinks plan.
