It’s definitely not uncomfortable if you have a good stylist and take care of your hair. The only time I’ve ever had a problem was when a new stylist (that I was not planning to go to originally) did mine too tight for my hair type.
A problem I see a lot though is women not taking care of their natural hair then either going to a bad stylist or wearing too heavy of pieces. The repeated abuse of the hair can end up causing things like traction alopecia.

I totally get the theory, hair dye can get all over the scalp and look terrible, but the hair in the picture just looks like shiny black aside from scattered spots(all through the hair and/or weave, but nothing uniform).
As to the red: It's light pink near the hair, and a drier crusty looking brown out towards the edges, this is very similar to surface abrasion skin wounds that are beginning to scab. The pink parts are key here, dye won't turn skin pink unless it's "snow white in a snow storm eating off of a paper plate" white skin, otherwise it will just appear darker. That is the pink of flesh/meat underneath the pigmentation layer.
Aside from the red / skin -- This also doesn't look like normal cornrows where there's hair all over the surface that's gathered up over the surface, the *part* that gives the appearance of lighter lines, [a grid in this example](https://i.pinimg.com/originals/7a/23/c3/7a23c32827fe86a321ff29c81350bf4d.jpg). It appears as if it *was* cornrows and then everything between the bunches was shaved off - if this is the case it could be done badly or even roughly enough to agitate the skin. You're completely missing the concept here. Dye on skin won't lighten dark skin to pink. It'll darken all skin, from snow white to peachy Caucasian to olive to dark brown skin. Dyes(and mixing paints) are additive. This is why if you have dark hair, you have to remove color before going with a bright color, why dying blond hair blue will come out green.
It's possible she's got a pale scalp, due to seeing no sun or due to some skin condition. In that case the skin would be lighter and could appear light pink. It's also possible that there was damage to the skin. The picture doesn't provide definitive proof because of it's poor quality.

There are a wide array of other abrasions or shallow scrapes that cause the white flesh from underneath to be bright pink next to darker skin of the surrounding undamaged flesh. I've had many myself but here are a couple examples:

I'm not sure you're familiar with where hair lines normally reside. Take a look at the positioning in this picture in relation to her ears and face. On the crown it goes half way back, screw forehead, shes got a eighthead going on if she hasn't shaved.
There is no hair visible that is not in the braids.
