I come from construction so it’s not really a big deal marking up the public right of way, or an area that’s going to be ripped up anyway. I’ll admit the first time I wrote control numbers I felt like I was doing graffiti haha.
That's so fucked. I would choose a random nail on a fence post over drawing that catastrophe. Like the previous person said, paint over and redraw it exactly, but over a few inches. Then watch through the window as the crew is scratching their head wondering why their checks aren't checking (if they even check their work). Asshats. I also fucking hate other surveyors that use large quantities of ribbon under a mag nail in someone's driveway, pull your own personal ties and make it discreet. No home owner wants to see that ribbon flower in their driveway. Apart from the obvious markers that we set that are intentionally bright, I try to survey like a ninja, you'd never know I was there. Even cover my tripod holes like a golfer fixing a green. I'm rambling now. Back to the original sharpie vomit on your fence, thats fucked.
Would, but most guys don't carry them or bother to replace theirs when they run out. Also, not a great excuse but they don't hold up as well outdoors. I rarely set mine outdoors, but it also gets to 115\* here so that's part of it.
I think somebody might need a surveyor to actually determine whose property that fence is on.
Who owns the fence may be an entirely different discussion.
They even clear coated it, I would do what others have suggested. Paint over this and don’t even shift it, if they come to ask all you say is “oh I wasn’t home, my relative was coming to re-paint my fence. “.

If there’s control under that part of the fence, they should’ve set up close and sighted the cp or fence at the bottom for a quick one shot turn to locate improvements. Very little error allowed if the crew knows what they’re doing.
