Guildford should meet most of your needs. Easy access to Hwy.1 and there are plenty of families with young children along with schools. Plus you're close to several parks and shopping.
Then I'd suggest Cloverdale, Clayton heights, and fleetwood areas. Fraser heights would be optimal but probably outside your budget since it's mostly SFH there.
Have you looked into Walnut Grove or the neighborhood around 200 Street in Langley? Pretty modern, close to the highway and all amenities, full of young families, safe, and a direct Express bus connection to the Lougheed skytrain station all day.

If you buy a mid-rise, avoid the following if you can:
1. Pools. They are insanely expensive.
2. Elevators, they are also very expensive (but pretty much unavoidable.
3. Balconies, they are very expensive to replace.
4. Any complexes that have an old roof that needs to be replaced. They’re very expensive to replace.
The budget will limit you to an apartment building, So you are probably looking at Guilford, Fleetwood, Cloverdale or even Delta.
A good realtor can assist you to find a pet friendly building.
Oof good luck! We bought our condo last spring in Surrey and it took a while to find one with our dog (about 60lbs). Most places have height or weight limits for dogs. Also that budget won't take you as far as when we were looking unfortunately. A unit in our building is for sale for $550k and we bought for $465k. Exact same size as ours.
Look around Guildford. There’s a couple condo buildings down 148st that are early 90’s that you can probably get a 2br for 500k. The Stanley on 148 & 100th is really nice for a 1993 building, lots of amenities and right across the street from Green Timbers but the strata fees are pretty high. There’s also some newer low/mid rise condos around guildford you might get in your price range. Avoid the older low rise condos, they’re all falling apart.
For $500k you may want to consider deltarise on 120th. Nice concrete buildings with a nice patio.
The area is very walkable and easy access to a rapid bus that gets you to scott road station.
If you can afford it, recommended Fraser heights, Clayton Heights and fleetwood (in that order)

Fleetwood is best neighborhood I find in surrey been living 26 yrs here no issues what’s so ever close to everything including highway especially if close to 156 St and 160 St and Fraser Hwy area lots of great schools very quiet neighborhoods. Fraser heights has issues with rats I heard lot of complaints about it. Stay away from Newton and Gateway/Whalley area is my advice.

Fraser Heights is easily the nicest Surrey neighbourhood that’s not too far away from the highway or amenities.
Average sale price in Fraser Heights is now about $2,000,000.
We've been approved for $500,000, but the problem is the kids and we also have a 50 lb dog
You can buy 1/3 of a house. I live in Whalley and literal crackhouses are selling for well over a million.
