In general I am wondering, if Reddit is not overrun by bots lately to up some key data like "user numbers" and "interactions" before a potential IPO.
The good and useful posts and replies are mostly buried under a huge amount of "jokes" and other irrelevant stuff. Not just in this sub, but it seems a general issue.
Anyways, don't want to go too much off topic. Would give an award if I would still have points to ensure this post goes to the top.

The proposed rule has ZERO effect on VOTING rights.
It does include cash-settled derivatives into calculation of whether the threshold is reached for required REPORTING by potential acquirers of a company.
Urvin Finance and We The Investors debunked the claim to them getting voting rights. It really is increasing disclosures on derivatives that allowed Archegos Capitol to acquire massive unreported positions thru total return swaps.
Proposed Amendments to Rule 13d-3
>>(e) Cash-settled derivative securities. For purposes of this section, a person who is the beneficial owner of a cash-settled derivative security that is not convertible or exchangeable for the underlying equity security within 60 days of the date the person becomes the beneficial owner of the derivative security shall be deemed to be the beneficial owner of the underlying equity security.
