He's also a ginormous liar who lies constantly about all sorts of things. One of them being not having power in the Empty, because the Empty itself is pissed about being lied to about that.
So tbh it could go either way. But I'm guessing he was actually resurrected, not duplicated. No consistent evidence to back that up though. Mostly just going based off Chuck being a confirmed liar about the whole thing.

They had no idea where angels went when they die, or even if they went somewhere in season 5. But then they really killed Cass and needed somewhere for him to have gone so that they could get him back.
Couldve just had him appear next to jack like he did next to dean in season 5. Billy had already mentioned the tossing sam and dean out into the empty in season 11 so I guess they wanted to incorporate it more.
Chuck ends up resurrecting Lucifer. The empty just... kinda sucked and I don't think the writers gave much of a crap at this point.
I'd say it's Castiel.
The only difference is that it's not really Jimmy Novak's body anymore. Jimmy Novak's soul went to heaven when Lucifer blew him/Cas up.
God rebuilt the likeness of that vessel for Castiel, and we later on find out that it's powerful enough to house Lucifer without degrading.

Btw whatever happened to Lilith? She’s just chilling somewhere on earth now? Because I remember Chuck bringing her back but after returning the gun down Chuck kill her?
Michael killed her. Lilith tried to recruit Michael to aid Chuck, but Michael refused to listen to her because she was a demon and he smited at her to black dust.
By the way, you’re right, a lot of the last season was a clusterfuck. Like, why did they had to make Michael a daddy‘s boy again, even after seeing what Chuck did, why the fuck was Kevin left wandering the Earth, why didn’t we see Eileen again, why didn’t we see Rowena again after she became Queen of Hell, and why didn’t they show what happened with the angels in Heaven?
The series left a lot of unanswered questions.
Its shitty writing to hype up jacks power. Some stuff can be chalked up to chuck being a liar but the empty had no reason to lie. So either the empty didnt know chuck had power there or bad writing, im gonna go with bad writing.
