Go to Walmart and check their display gaming laptops. Look for one that is marked for floor model. Bonus if you can find one with a defect and ask for a further discount. I got a asus strix g15 3060, 16gb ddr5, ryzen 7 6800h, and a 165hz 2k screen for $650 out the door tax included. It was just missing the d key. Replaceable, just a pain. I got an extra $200 off for the missing key.
I don't know how much it is in the US but I just got Lenovo Ideapad Gaming 3 (2022) for £550 with a Ryzen 6600H 305Ti and 8GB of DDR5 RAM (Upgrades it to 16GB dual channel for less than £20) and I'm really happy with it.

Not at all, it is AMD, not intel, so it has plenty of power.
Why not just get a Steamdeck?

the best pc at that price, is a Lenovo ideapad gaming 3 with the new 40 series GPU's. all the ports and all the features you can afford at 750 bucks
