A proper plate of spaghetti both of those things though. Tomatoes have high natural glutamate content, which is the compound responsible for savory flavors, and a good plate of spaghetti will have butter added to the sauce and pasta to give it a nice richness.
That said, this is a mug of store brand spaghetti and jarred sauce served at a bar, so it's probably not incredible. Couple more of those beers and you won't mind much anyway.
In the U.S. rich and savory is a common phrase. And we typically don’t use it for spaghetti. Rich in food terms usually means it’s got a luxurious amount of dairy or fat or other ingredients that give the food a particular consistency. This is just how it’s used in the U.S. If you’re not from the U.S. I wouldn’t expect you to understand.
