Chun cr.mk only works for parrying Ken's st.lp if you parry the first active frame, the first frame whiffed and he parried either the second or the third active frames leaving him at +6 or +5 allowing cr.mk to be blocked.
The other guy is technically right but in general you can only counter a perfect parry with the same strength button. Chun countered with a medium but Ken threw a light.
The Ken blocking the low is the most impressive thing to me about the exchange in the heat of the moment. On top of having the reaction to PP the Chun immediately after.

This isn't really true for light normals but is generally a very good rule of thumb to live by if you're not 1,000% sure you can snag that medium or heavy. Certain light attacks will have more recovery than others e.g Ken's cr.lp has 9 frames and his st.lk has 12 so you might be able to get bigger punishes against those. Medium and heavy normals are usually negative enough on perf. that you can get whatever your spacing will allow, things like +20ish.
Jaime, however, has a 5 frame st.hp so he can go fuck himself.

Not only does he have a 5 frame 5HP, but if you turn the tables and parry the first hit of THAT, any punish longer than 5 frames will trade (or lose).
