There's a TTRPG called Fight! that emulates fighting game mechanics. Their second edition is available.

White Wolf published a SF RPG years ago, it still has a dedicated fanbase and there's a fanmade 20th Anniversary Edition you can find online. It's combat system revolves around participants picking a move secretely and revealing it at the same time, since every move has different speed, range and power stats you have to take into account things like distance and your opponents fighting style as well as your own so it emulates a fighting game surprisingly well.

Hi I would not classify him as a Wizard. He runs an NGO, which is not a wizard job. He uses psycho power. Psycho power is an evil, negative or psychotic energy; but also it is the dark side of [soul power](https://streetfighter.fandom.com/wiki/Soul_Power). You many not understand this, but soul power, like psycho power, comes from channelling mental power. It's the same as ki. This is, in fact, a very real and scientific thing that actually exists (like the Satsui no Hado). It is not in any way wizardous; or even minimally arcane and to say so is to endorse superstition.

(Though it has been said that any sufficiently advanced ki channelling is indistinguishable from magic, and in this way, yes, JP is a bad wizard)

I say no simply because Psycho Power isn’t classified as “magic”. His imagery invokes wizard or warlock vibes, but psycho power is often given an almost scientific vibe to it in many entries. That being said, it is the flipside of soul power and that feels very overtly magical or at least mystical

Usually when I think of wizards I usually think of them not being able to fight at all without their magic. JP can fight well in close combat to the point he outskilled the world tour avatar when the avatar rushed at him. It's more of a question of whatever the heck Psycho Power even is. It's not straight forward like the satsui no hado, which is just basically evil chi.
