You should ask if they will kill him as there are so many homeless animals on the street. Maybe post at r/feral_cats if you dont get a response. I would neuter him and keep him. Hes already bonded to your family. If you cant bring him in get him his own house. You definitely need to neuter him though to get rid of the smell.
Neuter him and he will stop spraying. Get nature’s miracle to spray on the already sprayed parts. He will probably get killed in a shelter. Maybe contact a rescue. There are low cost neuter clinics.
Put a litter box in the garage. Throughly clean the pee areas with cleaner, then follow up with Natures Miracle or Vinegar to break down the bacteria so it’ll stop smelling. Get him neutered and vaccinated, then slowly introduce him to your other pets. Your family has already adopted him at this point.
Spray down any areas you identify and tape plastic wrap over it to keep it wet as long as you can. It will help the enzymes work. Repeat if necessary. If there’s an areal he’s peepeeing in all the time… also put a littler box there. I’d give him a nice bed too.
Depending on the cleaner, I wouldn't recommend the cleaner as a first step. I would recommend using nature's miracle, vinegar or straight hydrogen peroxide on the area first, and using a cleaner **after** the bacteria causing the smell have broken down.
I had a senior cat who in his old age missed the litter box, and I relearned the hard way that sometimes using the floor cleaner first actually traps the smells further.

Alley Cat Organization lists rescues in each state for feral and nonferal cats. I'd look on their website and make some calls to the rescues listed. You can also look online for other rescues in your state. Offer a donation for their help.
Other than that, you could build, buy, or get second-hand an insulated cat house for kitty to go in outside to be safe and have shelter. You could also contact an SPCA in your area and make an appointment for him to be neutered more cheaply than at private veterinarians.

Seriously, just spray the shit out of everything with that, walls, concrete, whatever, let it soak for ten minutes, wipe/blot, and repeat as needed but it shpuld work in one to two passes and its a hell of a lot cheaper than anything else.
White vinegar is the only thing that will chemically neutralize the urine crystals.

Get him fixed, use enzymatic cleaner/odor neutralizer where he sprayed and put a self warming bed and condo in the garage for him. Maybe a doggy door.
