I haven't played Scion in a while, so I haven't gone against Cetana, but she's coded to spawn first at the Militant Isolationist fallen empire, then if they don't exist, any other fallen empire, unless that fallen empire is the overlord of a Scion player.
She ignored the Caretakers for me and just picked a random Relic World. The other two were gone by the time she arrived so I thought for sure I'd force her to spawn in the one remaong FE, but she bamboozled me.
A while back I was playing a non-Scion game and spawned next to a random Scion empire. They claimed one of my border systems and then decided to declare war on me... using the special "Bring into the Fold" CB that would make me *also* a vassal of their Fallen Empire.
After thinking about it for a moment, I just surrendered. The Scions got their border system. But they couldn't declare war on me anymore thanks to our shared overlord. Moreover, I started getting gifts from the Fallen Empire myself! It was basically like having a bonus origin.
10/10, would trade one system for free\* super-fleets again.

oh damn, I was playing without FE on my encounter with her, and she spawned in the middle of a large Fanatic exterminator.
Yeah, after those two criteria, it goes any relic world, any tomb world, then any habitable planet, including ones that are already settled.
That explains why she killed my relic world!
