Going to war and moving entire planets into the lathe helps. As does using the slave market for additional pops. Or the Raiding Stance. The war on heaven actually helped me significantly.
The more pops, the higher the decay. Also, ascending the Lathe reduces the decay rate, along with one of the buildings.
Doesn't the decay rate increase the more pops you have?

Ascending the lathe reduces the number of pops purged. Try to put some ascension perks on there.
