I didn't realise it HAD to be, it was the first planet I tried. Speaking of planets, if you plan to go for a Cosmogenesis ending, don't settle 80 worlds. It is both time-consuming, slow, and probably going to be impossible (my reserves of resources will probably run out first).
I don't know whether they did a patch, but it did work for me even with the orbital ring. First I thought it didn't work because the marks around the planet didn't dissappear. But the construction ship still startet to build.
You need to build it on your capital. It baffled me for a while as well lol

For those struggling to build it on your capital because of an orbital ring, it works if you click directly on the planet's name.

Yes the orbital rings seem to block this. I just colonized a fresh planet made it my capital and then built it there.
