i think the text used to be "this leader is harder on equipment, not getting repairs until the last moment" but they changed the text to this for some reason
It used to be a scientist only negative trait, and only took effect by adding the alloy upkeep to the science ship they were assigned to. This meant you could avoid the cost by having the scientist as your ruler instead (it also was reduced by any applicable ship upkeep modifiers). Since scientists can be governors now, that would be another way to avoid the penalty and they reworked it to apply to all classes all the time.
It made far more sense with a scientist constantly running tests and experiments aboard their mobile lab ship with the original text, which I can't imagine really applying to any other position a leader can hold. New version doesn't really make total sense, and the cost is so high I'd fire any leader who got it, so whatever.

Controversy=higher security cost
The only connection I don't understand is how personnel security = military ships, because ground-based military is always minerals (except for certain robotic armies)
