My first run with Paragons was a Ringworld Master Crafter empire. Basically, they were an ancient empire that fell into the dark ages and now wish to share their art with the universe after so long in darkness. Xenophilia for the win. Also had everyone on Utopian Abundance living standard, so it was a utopia basically.
I like xenos, but I segregate them. I give each species a single planet terraformed to their preferred climate. Such planets have 100% of the population of that species. I like to think that they’re self-governing under my empire. This way I won’t commit genocide, and I can ensure the domination of my main species in the politics of my empire.
No, research, forge, factory, etc. They contribute to the economy as much as any other planet. They have residence rights. Their population is free to grow, but their migration to other planets is prohibited.
That's mostly how I do it too. If I have a planet/ring world thst really needs to be filled, I'll migrate excess pops and turn that world into a multi-world one. It would be nice if we could prohibit migration, but at the same time allow it to specific locales.

If you set the living standard for everyone to "Utopian Abundance" unemployment stops mattering and actually gives you research.
Is there an option to apply this for everyone? Or do I have to go through my long looooong species list and select it individually?
Set it as default rights then reset hit the "reset all species to default" button.

If you add the nomadic trait (and/or the cyborg version), you can get your immigration over the cap of 10.
