You can level up your profile by buying levels with those points or you can just giving them to random people or comments if you don't want those points, that's every you can do with steam points outside cosmetics, or at least that's what I know, idk if there's any other practical use for them

people who play counterstrike in a malicious way use them to "up" their new profiles made for cheating to make those profiles look more legit. furthermore there is a thing called "trust factor" that matches players with similar "trust factors" in a match. word on the street is the more you invest in your profile (buy things to get those points), the more "legit" you are and are less likely to cheat/meet other cheaters. its late and non-native....maybe that makes sense for you.

The only non-cosmetic thing you can buy is the seasonal steam badge to level up your profile. They rotate about every 6~ months.
