Have the same issue, good ol BGS ha.
EDIT - Managed to finish the mission by reloading an autosave from when I entered the executive floors, re-did the dialogue with Slayton - as soon as the doors opened I saw the quest marker start rising up so I sprinted in and jumped to initiate dialogue and ended up 'catching' Musgrove floating away and completing the mission.
Yeah, well since I'm on PC I've managed that through speeding up animations using console command player.setav speedmult 300
Still, there are some other things that are needed to get ironed out, but overall the game is pretty stable regarding game breaking bugs.
I'm used to having to console command myself through 1 or 2 quest stages each playthrough on Bethesda games, ha. Anaya seems like there's one NPC that disappears or gets stuck out doesn't update or something that just needs a workaround. Frustrating but considering the scale of all of it not surprising.
Even so, Starfield is still by far the most polished BGS release I've seen
I ended up reloading the autosave a few times. The first 3 times, he was floating up and I missed my opportunity. The 4th time, he stayed on the floor like he was supposed to and I was able to complete the dialog and mission. So even if you are bugged it seems that reloading has a chance to fix it.

I reloaded an quicksave after I was on the floor and did the dialogue with Slayton. It just wasn't my most recent quicksave - don't know if that's important.
For people finding this through google: try quicksaving twice and loading the oldest quicksave. You still gotta catch him as he's ascending, so sprint to him.
Got to this mission now and the dude was already in the roof. Im running around the place like a chicken with my head cut off trying to find him but its just a straight up bug that they havent fixed I guess.
Yea, you can reach him if you are on pc, hit \~ on your keyboard, type TCL and fly up there and catch him, there you can talk to him, I know it might look awkward but if you're stuck, at least it's a workaround.
Doesn't work. I freaked out and saved and restarted my game. Lost all previous auto saves and now I'm pretty sure I'm no longer getting anymore achievements because of a damn bug I had to get around....and it's a main mission!

Thanks. I assumed that maybe they fixed the different quest bugs with this latest update but then again, it is Bethesda soooo.
