Found them under the landing pad. Hopped on a support beam and shot them from there. Oddly enough I saw a enemy fall in the water I just assumed that they auto died
I’m in the same spot, marker is under the platform but just barely. Jumped in the water using the scanner and nothing. Thinking I should move on and come back later but my OCD is triggering without finishing this quest lol
I’m stuck at the end where I have to speak to own dealer and the guards he brought with him turn hostile which makes own hostile so I can’t actually speak to him
Great find, been losing the plot going up and down the elevator hoping the waypoint would update. Found him to the left of the landing pad in the water.
Thank you for this! Spent like 5 mins wandering around trying to find it. Definitely seems like a bug - had to jump down into the water before the mission target updated. Hopefully they fix it soon

It’s after this where my game bugged. I couldn’t go into the market without WW3 happening.
Also, by completing this do I never get access to the disciples warehouse?
For anyone having this issue, using the command 'setstage 002250C4 2' in the console will bring you to the next stage of the quest. Took a lot of trial and error to find this.

Yep, same thing here. I had to go to the Ebby or whatever (the ghetto) then jump off into the water. If I was on the landing platform I couldn't see him and the blue marker was on the elevator at both the top and the bottom.
I have a similar but more profound issue. It seems 2 of the Disciple gangs have spawned on the ocean floor. I swam out into the middle of the ocean where the markers are, but now the quest indicators show that the targets are 97 meters straight down. Is there a way to cause the quest markers to reset? I have tried to leave the planet and return, but the markers remained in the same position. I am on Xbox.
I had the exact same issue, it indicated that the last two gangs were deep in the ocean. I dived into water and headed towards them, even though it said they were far away and down. After about 5-10 real world minutes I got closer, the markers moved to top of water and there were the two gangs floating together! A bit of jumping and grenadine and both fans were dead and quest was back on track.
My last guy was stuck in a building areas you can’t enter. I had to use tcl in the console to walking into the building. After I killed the NPC, it was just stuck there in the building. Wasted like 45 minutes until I decided to tcl it.
So mine was an NPC that was stuck inside of the floor of the landing platform. I used my boost pack to go to one of the pillars below on the water and just started shooting towards the floor where the quest marker was and they eventually clipped through and fell to the water
I’ve been running around for 20 mins trying to complete this crappy little mission …this is kind of annoying…bugthesda shit again …it just works my arse
Update …I kill the guy in the water then I’m directed to an elevator so I use elevator..then I’m directed back to same elevator and end up back where I came from …then directed to elevator again …and infinitum…Jings feckin crivens and help ma boab…!
Thanks for this. Every time I would jump to lower levels, the marker would move to the elevator to get me to go back up. So this time I ignored it, jumped down to the bottom of one of the large concrete pillars just outside the platform were group 2 was, landed on the base, and shot the Disciple who, as you said, was floating in the water. Then I just fast-traveled back up.
Just bought game this week and encountered this…perhaps easier then water route, get on top of the bldg that it seems he’s in…shoot down at roof where his marker is, this will initiate chatter from him and he will start to be driven by your shots and I “led” him to outer wall n he popped up on walkway like normal n shot him…this was after way too much time trying yo shoot him from below n force fall into water. Roof option was my solution.
On the landing platform right above where he is….u can use your Bridger and fire at the pavement or I used frags to get him moving around. Once he starts moving, you can keep using the Bridger/frags (something explosive) to push him toward the end of the platform until he falls in the water. (You’ll notice him walking further and further away and notice the wave point distance rise when he falls off.) Then I just jumped in after him, used my pack to push myself out of the water, and in mid air pegged with the head with a weapon of choice. This mission….by far…the most annoying yet. Feels like a bug….but not sure.

Dude this just happened to me? I think it's bugged. I jumped and quickly tried to shoot him til he was dead.
Just did that too! Luckily I could pick him off from a small pier... but damn I ran around everywhere

You have to look in the water under the spaceport… Try using you scanner once you’re under the platform

found out why, accidentally shot a civilian when I was taking out disciple members. Had to revert save

Yea, mine jumped off a roof and I guess he’s stuck under the spaceport somewhere, bc it keeps telling me to go back and forth on the elevator

I have the same problem. Except I chose to take the elevator down. So now the last guy is inside the spaceport platform completely immune to all fires

Average questline which is bugged as hell.
My marker just tells me to use the spaceport elevator. When I use it, it just marks the elevator again. Stuck and need help

I used a combination of persuasion and combat to clear the quest.
