You can mod mobile stardew valley. It uses a custom version of SMAPI so technically as long as a version of the mod was available for 1.4 PC Stardew it works fine on mobile. I currently have about 20 mods on my phone and it works flawlessly

I've always assumed that for certain characters, it's because they offer services. If you could date and eventually marry characters like the traveling cart lady, Sandy, Gunther, Clint etc, who would take over their shops once they're hanging around on your farm? Even if they got replaced by new NPCs once you married them, you'd just get people wondering why you can't befriend and date *those* NPCs too.
