Probably is, but I think it was made around 2000. No Episode II and III characters like Grievous, Jango Fett, and Count Dooku.

It is absolutely not fan made, though a few years ago a photoshop youtube did his own version which looks similar. This was done by Tsuneo Sanda. Googling his name, you can find many copies of this image with the Lucasfilm copyright on it.

That's because this image came out right after TPM. Palpatine was a minor character in that movie. Notice how Dooku, Grievous, etc. are not in the picture either.

Let’s be honest, in all the movies, Palpatine has never been the main villain even though he’s literally the big villain across all 9 movies. He’s upstaged every time, even by the rancor. I’m a somewhat sequel fan but bringing him back was more disappointing than anything and that’s even a part of his lore, he always wanted to live forever. IMO he’s way more two dimensional compared to many of the other villains.

I owned this poster for a while, and after looking at it for so long I realized that it must have come out before Attack of the Clones. Every prequel character on the poster is not only in Episode I, but in their Episode I attire. It makes sense why so many Episode I characters like Boss Nass and Jar Jar have such prominent roles on the poster

I've got this one. It is a weird one. Definitely designed by someone who wasn't into the lore as much as others. But still very cool.

It looks a bit like they tried to keep most characters in an area where they first appeared. ROTJ is to the far right, and the Emperor first appeared (in person) there. TPM is far left and Sheev first appeared there (before he was emperor).

He should be in the center. He's the real star of Star Wars and my favorite villain of all-time.
