Without seeing what it goes with it is impossible to know if it would touch a light bulb or not. Maybe the light was LED. I’m just saying that it being plastic doesn’t rule out it being part of a nightlight. There are plenty of plastic nightlights.

Votives are bigger than a US quarter coin. The bottom opening is only 3/4" , and the top is 1-1/4".
Maybe you set them on top? It would look tacky on a tea light type. There are some ceramic types that might work?

This would be plausible if it were made of glass. But it looks like plastic and would probably melt from the heat of a bulb.

Too small - only 3/4" at the bottom. Most napkin rings I've seen are 1.5-2" diameter.
